This meeting will be held in the Council Chambers at City Hall, 265 Strand Street, St. Helens, Oregon, Plaza entrance. The facility is handicap accessible. COOLPPL Meeting #5

The meeting will include an update on the status of the project, a recap on the recommendations, and discussion on the draft implementing policies and ordincance, and the approach to the Rvierfront Connector Plan. However, the meeting will be a working meeting of the committee, with limited time allowed for citizen comments at the end.

Planning Commission Work Session #3 is scheduled for September 11, 2018 at 6:30 p.m. in the St Helens City Council Chambers. The work session will follow a public meeting and will include a brief presentation of an evaluation of alternative design options for roads and intersections in the project area, as well as preliminary recommendations for preferred options for each segment and intersection in the project area. The materials are located under Project Documents. The work session is open to the public, although time may be limited for public comment during the Planning Commission Work Session. More time for public comment will be provided at the preceding public meeting. Comments on the preliminary design alternatives evaluation and recommendations also can be provided via this Website.

The St Helens Riverfront Connector planning team will host the project’s second neighborhood meeting from 5:15 to 6:30 p.m. on September 11, 2018 in the City Council Chambers at City Hall in St Helens. At the meeting, the project team will present the results of an evaluation of alternative design options for roads and intersections in the project area. These will include basic street designs and potential intersection improvements for each section of the corridor. The team also will present preliminary recommendations for preferred options for each segment and intersection in the project area. Local business and property owners in the project area and other community members are encouraged to attend, particularly those along Gable Road, Old Portland Road, Plymouth Street, and St Helens Street within the Riverfront District to review and comment on the analysis and preliminary recommendations. Following the meeting, the consultant team will present similar information to the Planning Commission. Community members are also welcome to attend that meeting although time may be limited for public comment. An agenda for the meeting and other project materials are located under Project Documents. The Committee Overseeing Overt Long-Range Passageway Planning (COOLPPL) will meet for the fourth time on Monday, September 10, 2018 from 9:00 to 11:00 a.m. at St Helens City Hall in the City Council Chambers. The Committee will review and provide feedback on an evaluation of alternative design options for roads and intersections in the project area. These will include basic street designs and potential intersection improvements for each section of the corridor. The evaluation was conducted using a set of criteria based on goals and objectives for the project area identified at the outset of the project and has resulted in preliminary recommendations for preferred options for each segment and intersection in the project area. An agenda for the meeting and the Design Options Evaluation Report are available under Project Documents. Community members are welcome to attend. However, the meeting will be a working meeting of the committee, with limited time allowed for audience comments at the end. A meeting intended to gather input from the public will be held on the following day (September 11) to review the same materials, beginning at 5:15 pm.

Local business and property owners in the project area are encouraged to attend, particularly those along Gable Road, Old Portland Road, Plymouth Street, and St Helens Street within downtown. The meeting will also be an opportunity for members of the Planning Commission to review and comment on the design options, along with members of the public in attendance. The purpose of the meeting is to engage local business and property owners in the project area, particularly those along Gable Road, Old Portland Road, Plymouth Street, and St Helens Street within downtown to gather information on how they use transportation facilities in the area, and determine their needs and desires for the project area in the future. If you can’t make it during that time, please feel free to drop in any time between 4 and 6 p.m. to talk to project team members, learn more about the planning process, and tell us what you feel are the most important issues to be addressed while planning for transportation improvements in these areas. The St Helens Riverfront Connector planning team will be hosting the project’s first COOLPPL meeting from 2:00 to 4:00 p.m. on January 16, 2018 in the City Council Chambers at City Hall in St Helens. The purpose of the meeting is to introduce the project, orientate members to conditions in the project area, discuss COOLPPL members’ needs and desires for the future of the project area, and to identify potential opportunities, concerns and problems to address. The meeting will include:

  • A discussion of public involvement activities and the COOLPPL roles and responsibilities,
  • A virtual tour and overview of the project area,
  • An overview of corridor planning, and
  • Discussion of the Draft Project Vision, Goals and Guiding Principles.

Community members are welcome to attend. However, the meeting will be a working meeting of the committee, with time allowed for audience comments at the end of the meeting. An agenda for the meeting is located under Project Documents.
